About the position:

The CFO is the chief financial spokesperson for the organization and responsible for supervision of the Finance and MIS departments as well as assisting the CEO on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and securing new funding.   The CFO has direct oversight of the general ledger, budgeting, cash management, asset management, grants and contracts administration, accounts receivable and billing, accounts payable and other liabilities, financial statement preparation, external reporting, bank reconciliations, compliance with government reporting requirements, annual audit, food stamp oversight, national school lunch program oversight, TANF oversight, and third party billing.  A key initiative in the coming year will be the implementation of EHR.

Snapshot of key accountabilities:

  • Prepare, maintain and monitor the annual budget to ensure the accurate financial position and health of the Agency including the budget preparation for all funding applications
  • Produce an accurate financial statement to be presented to the Board of Directors, fellow Agency Directors and interested parties on the financial health and productivity of the Agency
  • Annual submission of complete, accurate and timely government returns including the accounting for both the 403-B and the 401A plans and all related compliance and fiduciary duties
  • Act as liaison to the independent CPA auditing firm for the purposes of auditing the annual financial statement including assisting the CPA in the preparation of Form 990 as required by contract, government and fiscal policies
  • Ensure government filings are completed accurately and submitted on time (990, 5500, W2’s, W3’s, 1099’s, 1096’s, quarterly federal and state employment returns, tangible property reports, etc.)

Skills/Experience/Knowledge:

Required:

  • Minimum 5 years experience in accounting and budgeting  with managerial/supervisory experience
  •  Thorough knowledge of basic accounting principles, double entry systems and cost accounting
  • Knowledge of zero based budgeting systems
  • Audit experience including ensuring all records needed are complete and accurate and comfortable being the liaison for the fiscal and other audits
  • Bachelors Degree in Accounting, Business Administration or related field is required
  • Proficient with MS Office

Highly desired:

  • Not-for-profit accounting experience in accordance with GAAP, OMB Circulars A-133, A-110 and A-122, TANF program regulations and compliance requirements
  • Experience in the health care industry with exposure to medical billing, EHS, and covered services is desired
